REGULATOR ANNOUNCES HOLDING H8 PRICE CAP FOR 2027

The UK Civil Aviation Authority has today published its final decision on the interim price control arrangements for Heathrow Airport Limited (HAL) to come into effect from 1 January 2027.

The interim holding arrangements will ensure that consumers remain protected while the arrangements for the H8 price control are finalised. The H7 price control comes to an end in December 2026, and the holding price cap will take effect through modifications to Heathrow's economic licence remaining in place until the final determination of the H8 price control framework, which is due in April 2027.

Under these interim arrangements, the regulator has set a price cap of £28.66 per passenger (2027 prices) for the period from 1 January 2027 to 31 December 2027, which is based on the mid-point of the range for airport charges in the H8 Initial Proposals, published by the UK Civil Aviation Authority in March 2026.

In the final decision the UK Civil Aviation Authority has updated its estimate of HAL's previous over recovery of revenue, which has been adjusted for in calculating the holding cap for 2027. This has led to the holding cap increasing by around 1 percent from £28.40 proposed in the regulator's June 2026 consultation document to £28.66 per passenger in the final proposals announced today.
