England’s renters have wasted no time embracing their new right to own a pet.

New research from landlord insurance provider Simply Business reveals that, since the Renters' Rights pet rules came into effect in May, nearly half of renters (44%) have welcomed or plan to welcome a new animal companion in 2026.

More than one in 10 (12%) acted within weeks* of the reform taking effect on May 1, when landlords in England were required to consider requests for pets in their properties on a case-by-case basis.

Younger renters are driving the surge, with nearly one in five (18%) 25 to 34-year-olds already welcoming a new pet within weeks of the change, and more than a third (37%) planning to get one this year. At the other end of the scale, appetite fades with age as 64% of over-55s say they have no plans for a pet at all.

The research also suggests that renters are taking their pet responsibilities seriously. Britain’s new generation of pet owners are proving to be conscientious, with 93% taking active steps to protect the homes they rent against damage caused by pets.

The most common precautions are deep-cleaning the property during the tenancy (52%), fitting gates to keep pets out of certain rooms (39%) and using machine-washable sofa covers and furniture protectors (38%).

The new research reveals a nation still loyal to its best friend: almost six in 10 (58%) new pet owners are choosing a dog, comfortably ahead of cats (43%), as renters make the most of their newfound freedom.

For the 2.3 million renters considering a dog, James Carroll, Clinical Animal Behaviourist in Manchester, shares his top tips on choosing a breed that suits rented accommodation:

"Choosing a dog breed for rented accommodation usually comes down to personal taste and a bit of homework. While researching what works best for your living space, make sure to consider the most (and least) vocal breeds, alongside their exercise requirements, grooming needs, and what environment is best for their health."

Top Five Dog Breeds for Rental Properties:

1. Cavalier King Charles Spaniel - If you want a roommate who barely makes a sound, the Cavalier is as gentle as they come. Their calm, affectionate nature means they'd much rather snooze on your lap than bark at passing hallway noise or chew up skirting boards.

2. Shih Tzu - Bred purely for companionship, the Shih Tzu is about as low-impact on a rental property as a dog can get. They ask for very little exercise, rarely raise their voice, and spend much of the day peacefully napping.

3. West Highland White Terrier - Big terrier personality, surprisingly minimal property damage. As long as you give a Westie a few puzzle toys to channel their spirited digging instincts, they're perfectly happy burning off energy indoors.

4. Norfolk Terrier - Adaptable, sturdy and wonderfully easygoing. These little dogs take apartment living entirely in stride, rarely engaging in destructive habits so long as they have a good chew toy to keep them occupied.

5. Whippet - Sprint outside, slumber inside. While their sensitive side means they appreciate a soft chew toy to prevent boredom when left alone, these gentle athletes spend most of their indoor hours silently curled up asleep.

Methodology

The research was conducted by Censuswide, among a sample of 1,000 private renters in England (aged 18+). The data was collected between 20.07.2026-24.07.2026. Official statistics show that approximately 11 million people live in privately rented accommodation in England. To align the population estimate with the survey audience of private renters aged 18+, Simply Business estimated the adult private renter population at approximately nine million people. Based on the finding that 44% of private renters have got, or plan to get, a pet in 2026, this equates to approximately four million adult private renters (3.96 million, rounded).
